The 114th Congress


Watch the clip below and answer the following questions about what a new Congressman must do in their first days in office.  Answer these on your own, you will not get credit for an answer that is not thorough and does not answer the questions fully.

1. A new member of Congress has to hire 18 full time employees and set up district offices. There a lot of governmental rules that must be followed in this process

1: All new members of Congress need to hire about 18 full time staff members (as a small business needs to hire employees) and set up their district offices so they are able to reach their constituents. It can prove to be difficult because not only do these new Congress members need to treat their new positions like it is a small business, but they also have as much bureaucratic "red-tape" that goes along with it.
2: Committee assignments are very important because this shows that the Congressman/woman is aligning their goals and priorities with those of their constituents. An example is Congressman Ander Crenshaw of Florida's 4th District. He is on a few different committees, but an important one is the Appropriations Subcommittee on Defense, which is a good choice for congressman Crenshaw since his district is Jacksonville, and Jacksonville is a large military city. To receive an assignment to a desired committee, the Congressman/woman must show party leadership that their interests/goals are in line with that of the Committee's.
3: The newly elected congressmen/women will be introduced to some of the ethics of the job, they get an introduction into how committee assignments work, and they also are able to vote in leadership elections.

The primary objective a new Congressman has when setting up his office is a fairly simply one: hire a core of executives. On a basic level this is no different from any job, where upon hiring you begin immediately to set up a framework of support around you. The key difference, and possibly what makes this so difficult, is that within an average blue or white collar job this ‘cabinet’ of executives is often just a haven for preexisting friends and coworkers. Congressmen, on the other hand, have the unique and daunting responsibility of assigning their own coworkers. Not only does this require finesse and guidance from more senior members of Congress, but it also adds more stress to a job already smothered in red tape.
The process of committee assignments is a fairly hilarious one, at least in my nonprofessional opinion. It’s ironic mostly because of it’s informality within a system so overridden with formalities, but there is also a faint fraternal ritual within it, whereby new members are near hazed, that I can’t help but laugh at. Not only do new congressmen often find themselves with the least desirable of committee appointments — something somewhat justifiable by their inexperience — they also are made to jump through hoops to get them. However, although whimsically sickening, the process does teach a new Congressmen the pros of making favorable deals and how to approach and become friendly with leaders of Congress. The most successful, then, are rewarded with meaningful committee assignments that help please both their own agendas and the agendas of their constituents.
At the post-I-won-the-election orientation for Congressmen, several things take place. Many are bureaucratic and therefore highly unimportant in nature: describing the release of finances, discussing living arrangements, setting down rules for the hiring of staff members, and so on. I did find it interesting, however, that new members are also briefed on how to go about getting committee assignments, something I feel they find very helpful. Moreover, though, and possibly more helpful than anything listed above, it seems the process of orientation serves to mediate the large jump between local and congressional politics; the most important thing they may learn from orientation is how chaotic their lives are to become.

At the orientation, the Congressman on top of the typical introduction to the job and getting advice from senior members, they are taught the biggest rules of being a congressmen such as the confidentiality of all information. What makes it so difficult is that he has to hire a new staff in a short period of time and the too makes it difficult to know who to hire. Who is on the committees is an executive decision and the congressmen has to promote himself for the committees that would be beneficial to his district. The most difficult part of the set-up process is the fact that he/she has to hire 18 full time members to run day to day operations. The government rules and regulations can get very stressful and impeding when trying to establish yourself in a new place.
2.The process of the committee assignments is interesting because there is none, It is nothing like that of creating a bill and all the stages of that. Being assigned to a committee is very informal, and requires new members to get on the good side of senior members so that they can get appointed to the right committees. There is an immense amount of competition and therefore pressure on the new members. They need to get into the good committee so they can align their goals with their constituents, and be productive in congress. The members need to show particular interest in one subject, preferably something that won them the election and is first on their political agenda. It is interesting that these new members are referred to as freshman so they probably get some sort of hate from the senior members.
3.At the orientation the members of Congress are “indoctrinated”, they are taught a vast amount of new rules by the senior leaders.
